PURPOSE:To input Japanese characters as it is and avoid the influence upon character deformation due to handwriting, by providing a direction change point detector in a feature extracting part. CONSTITUTION:In a data input part 11, the up/down state of a pen and X and Y coordinates of the point where the pen is put are sampled in time series. In a preprocessing part 12, smoothing is performed to eliminate excess minor movement. A direction change point detector 31 detects a direction change point, where X or Y coordinates are changed from increment or reduction to reduction to increment, and outputs features of handwriting at this point. Features outputted from the detector 31 are stored as time series data in a storage device 32. This output data is compared with reference data, which is generated preliminarily and is stored in a reference data storage part 15, in a recognizing part 14; and if they coincide with each other, the character is fixed.
