CONSTITUTION:When inputting pulse train flow rate signals SD, the number of pulses is multiplied with a pulse scaling circuit 2 to generate one pulse for each integrating unit according to a scale constant Kp. A flow rate signal SF1 thus scaled is fed to an arithmetic circuit 6. When inputting an analog flow rate signal SA, these signals are converted into digital signals S0 with A/D converter 3 and multiplied by a scale constant KA with an analog scaling circuit 5 to form a flow rate signal SF2 based on the integrating unit which is fed to the arithmetic circuit 6. This permits common reception of the pulse train input and the analog input.
