Abstract
PURPOSE:To realize the assured quantization without affecting the white frame area of a stamp, by supplying a slice signal of a small level than the detection level to a quantizing part while holding the level by an optional time constant. CONSTITUTION:A background level detecting part 11 detects the background level for each scanning of line. An optimum slice signal B is delivered from the part 11 at the area corresponding to the character information and then supplied to a quantizing part 12 although the peak level of the signal B increases at the area corresponding to a stamp K. A read signal A is quantized at the part 12 with the level of the signal B. Thus an assured quantization signal C is delivered in accordance with the character information.
