Torque variation of the rotary shaft 1 do not require a large-sized flywheel, because this device unifies the torque variations. When the rotary shaft 1 starts or stops, the connecting rods 4 are tilted and the weights 3 move around the edge of a guide disk 8 at reduced speed of the rotary shaft 1 and no moment of inertia is practically produced. Therefore, starting or stopping can be quickly achieved.
