CONSTITUTION: At the power VIN supply time, since respective output voltages V1 and V2 are zero, diodes D1 and D2 are turned on, and transistor Q4 is cut off, and Zener diode Z1 is the saturation voltage level between the collector and the emitter of transistor Q3. When output voltages V1 and V2 rise and anode potentials of diodes D1 and D2 become voltages of the turn-on level or more of transistor Q4, transistor Q3 is cut off, and output voltages V1 and V2 rise rapidly.
