By way of mean-value detecting memory part 9 that detects and stores the mean value of an envelope from integral network part 8, it is supplied to error-comparison-level setting circuit part 10 to set an error comparison level, and this error comparison level signal 105 and output signal 102 of regenerative amplifier 5 are compared mutually; and its output is made into pulses by comparing circuit part 11, the absence part of a pulse in the output pulse string is error-processed by detecting circuit 12, and control part 13 performs error position detection, statistics processing and control.
