CONSTITUTION:The treating liquid 21 in a treating liquid tank 20 is forcibly sent to a switchgear 10 and to a filtering device 30 by driving a rotary pump 33. The treating liquid 21 sent from the switchgear 10 passes duct removing filters 32 and 32a and a deoxidation filter 34 in said filtering device 30, where the dust is removed and the deoxidation is carried out. The clean treating liquid 21 returns to the rotary pump 33, and is sent into the switchgear 10 again. The acidity is judged by the treatment finish judging device 70, e.g. a pH judging device. When the acidity becomes lower than the predetermined value, the finish of the treatment is judged, and the treating liquid 21 is recovered to the treating liquid tank 20.
