PURPOSE:To perform reliable detection easily and at a low cost in such a way that alternating current power supply is transiently cut off by a detecting switch, and battery voltage immediately after electric reestablishment is displayed in comparison with the reference voltage by a comparator. CONSTITUTION:At the normal time, a lamp 3 is turned on through a stabilizer 2 with use of a commercial power source 1, and at the emergency time, such as service interruption, the lamp 3 is turned on from a battery 5 through an illuminating unit 6. The battery 5 is charged by a charger 4 from the commercial power source 1, and change-over at the emergency time is done by contacts 8, 9 to be driven by a relay coil 7.
