Water or steam is spouted into the arc from nozzle 7 so as to intersect the arc, and water or steam is further spouted from hole 4 made in one electrode 3. Thus, water gas is generated with the heat energy of the arc. This gas is safely taken out without contact with oxygen, and the yield of water gas can be adjusted in accordance with the heat quantity of arc and the amount of water.
