Abstract

To the excavated earth (a1 thus made to have the fixed thickness is added a fixed quantity of improving agent (b2) by the secondary supplying devcice 16 for a fixed quantity of the earthquality improving agent, and, the secondary crushing and mixing being performed by another crusher 19, thus the excavated earth is turned to be the improved earth (c).
