PURPOSE:To perform picture reproduction of high quality while eliminating the need for an automatic switching device, etc., at an output side by detecting change points of picture information included in one line at an input side and by detecting the density state of the picture information according to whether the number of change points exceeds a prescribed value or not. CONSTITUTION:Picture information read successively by picture elements through a scanner 1 is inputted to a density detecting circuit 2 to detect the density state of the picture information on every scanning line. According to the detection result, an encoder 3 performs special encoding by the 1st scanning lines and encoded signals are sent to a transmission control circuit 4 to set proper transmission timing, thereby performing transmission from a transmission side A to a reception side B via an MODEM5. The encoded signals from the circuit are applied to a decoder 8 by way of a modem 6 and reception control part 7 at the reception side B successively to record line-by-line dot pictures in a black 9. When the quantity of information on change points of white/black picture elements on one line is less than a prescribed value, special code conversion controlling an error is performed to reproduce pictures of high quality.
