Data of the periodicity detected by detecting part 3 is supplied to data processing part 4, and alpha deviation is calculated there. Since the alpha deviation is inversely proportional to period DELTAf and fiber length L on the basis of the relation of expression 1, a slight alpha deviation such as + or -0.05 is obtained easily if fiber length L is selected properly.
