In this case, the voltage at the terminal 16 is lower than the voltage at point A, transistors 14, 19, 20 are off, but if the input voltage at the terminal 8 is low and the transistors 11, 12 are off, the storage charge in the capacitor 2 is discharged via transistors 14, 19, 20, allowing the bistable relay to be restored rapidly.
