The variable rotation transmitting means 70 consisting of a pressure-bonded pad is installed between the lower surface of the intermediate component member 56 which is a component member of the member 44 and the upper surface of the 1st rotary member 64. As a result, the rotation transmitting efficiency is reduced between the member 64 and the member 44 in proportion to the increase of the above-mentioned torque. Accordingly the member 44 turns in a lower speed than that of the member 64.
