This data is accumulated in the memory device 3B. Then the exchange 2B transmits the received data and its reception control information to the terminal 4B and then sends the transmission confirmation to the exchange 2A. This information is relayed to the monitor terminal 5A, and the transmission control information within the device 3A is sent to the monitor terminal 5B by a request given from the terminal 5A.
