PURPOSE:To reduce a control error without excessively raising the operation frequency of an apparatus to be controlled, by varying a blind sector set point in accordance with the operation frequency of the apparatus to be controlled. CONSTITUTION:The difference of a target value which has been set by the target value setting device 1, and a measured value which has been obtained by the detector 2 is provided to the control judging part 5 by the subtracter 3. On the other hand, the blind sector is provided once as an initial value to the reversible counter 10 by the blind sector setting device 4, and the output of the counter 10 is used as an actual blind sector. The control judging part 5 compares a control error provided by the subtracter 3 with a blind sector provided by the reversible counter 10, and outputs a control command to the apparatus 6 to be controlled. The said part 5 always monitors the operation frequency of the apparatus 6, and outputs a command 11 for increase to the counter 10 when the operation frequency has been raised, so that the blind sector is enlarged. On the contrary, when the operation frequency has been lowered, the part 5 outputs a command 12 for decrease in order to make the blind sector small. In this way, a control error can be reduced without excessively raising the operation frequency of the apparatus 6.
