The reference voltage generation part 7 generates the first reference voltage VS1 and the second reference voltage VS2 which have been stabilized by the constant-voltage diode 71. When the pulse signal whose voltage has been converted is smoothed and changed to a direct current by the low-pass filter 53, it is possible to obtain the tuning voltage whose peak value has conformed with the first and second voltage (VS1, VS2).
