A magnet 10 is provided in the flowing water path to the magnets 3, 3' to absorb the magnetic piece such as iron powders in flowing water to the magnet 10. Thus, the magnetic performance of the magnets 3, 3' is not deteriorated with the magnetic substance piece and the measurement can be made with good accuracy for a long time.
