CONSTITUTION:The molten steel level position in a mold 4 is detected by a position detector 9, and, using this signal, a position control device 10 makes a correction signal and feeds it to a signal converter 31. Using this correction signal, a motor 12 is controlled, and the withdrawing speed of a pinch roller 7 is controlled so as to maintain the specified position on the molten steel level. Synchronizing with this withdrawing speed, a signal is fed to rolling mill speed setting devices 19a, 19b, and the speed of rolling mills 16a, 16b is controlled, thus sending the blank 5 into downstream side rolling mills 16c, 16d at the same speed. The blank is formed between the rolling mills 16b, and 16c. The drooping position of a looper 15 of the blank 5 is detected by a looper position detector 25, and the value is sent into a looper control part 32.
