Since the flow-out chamber 7 is on the top side, the fuel content which was not absorbed on the fuel-adsorbing agent layer 5 goes down due to precipitating action and caught by the fuel-adsorbing agent layer 5 and the flow-in chamber 6, and therefore, the collecting efficiency and the sparating efficiency can be improved.
