Both sides of two sheets of cation exchange membranes are filled with other electrolyte solutions 6, 7 into which electrodes 8, 9 are inserted respectively. When direct current voltage is applied to the electrodes, cation in the electrolyte solution into which the anode 9 is inserted migrates through the cation exchange membrane 4 to the groove of the spacer. Cation in the electrolyte solution in the spacer groove migrates through the cation exchange membrane 3 to cathode 8. Only cation in the electrolyte solution which is passed through the spacer groove is replaced by cation in the electrolyte solution 7 into which anode 9 is inserted.
