In this case, timers T1A and T2A necessary for the process control are set up via the count number of the short-time pulse TB which does not affect SQC1 and SQC2, and at the same time pulse TB of SQC1 and SQC2 is reset with every time τC during which the pulses of more than one is not produced in order to give correction to the synchronism. As a result, error TA can be reduced within time TB, thus constituting a timer which does not affect the process control.
