Abstract
PURPOSE: To make an efficient use of sea berth, by disposing a plurality of oil fences around the sea berth and extending the same also beneath the sea berth, and arranging these oil fences such that their sinking and refloating can be controlled independently from each other.
CONSTITUTION: According to the method of this invention, tankers (a), (b) can be enclosed independently by oil fences 1. Therefore, in case that tanker (a) is going to leave pier after finishing cargo handling operation or in case that it is necessary to refuge tanker (a) by reason of outflow of oil from tanker (b), valves communicated to pipes 6, 11 are opened to release air, which causes prompt sinking of right-side oil fence 1 from the position of structural fence 14. On the other hand, when cargo handling operation is finished and tanker (b) is going to leave pier after accident such as outflow of oil has been settled, valves communicated to pipes 5, 7W10, 12 are opened to release air, whereby left-side oil fence 1 can be sunk promptly from the position of structural fence 13 and at the same time oil fences extended beneath sea berth 3 can be sunk promptly from the position of structural fences 15, 16.
