Arithemetic mean SQX is secured for picture elements S1-S4 adjacent to each side of element X to predict the density of element X, and the density of each picture element is decided in relation to the density between SQX and S1-S4. Sampling picture element S is also divided into 4 parts to obtain high-density picture elements 01-04. And the density of elements 01 -04 are decided based on the degree of arithmetic mean density of SQ1-SQ4 obtained from the sampling picture element.
