Meanwhile, signal 3 of switching command 1 and non-line group number 7 from switching control circuit 104 are transmitted to switching circuit 106, and #0 line control unit 101 is connected to MODEM 102 and 102'. In the returning operation, returning operations reverse to switching operations can be performed by signal 2 of returning command 0 and line group number 6 and by signal 4 of returning command 1 and non-line group number 7.
