Abstract

CONSTITUTION:For instance, if the congestion occurs in storage converter 21, the congestion is detected by congestion detector 21 and then displayed on congestion state display units 47, 61 of detector 21 and adjacent telephone exchange 17. Under these conditions, when the subscriber A dials the number through telephone 11, the number is transmitted to exchange 17 via subscriber line exchage 13. Exchange 17 discriminates converter 21 in the congestion state based on the dispaly state of unit 61 and then selects storage converter 22 which is not under congestion for connection. In this case, if no other stroage converter can be selected, the originating control is given. Then with calling of subscriber B through telephone 14, telephone exchange 18 discriminates exchange 17 of the incoming side to refer to unit 61 of exchange 17 by means of common signal line units 27 and 28.
