Abstract
PURPOSE: To improve safety by making it possible to do operation for stability of a valve body manually only when there is no gas leak in such a way that discrimination is done to the fact whether or not there is gas leak at the time of stabilizing the valve body to its opening position which is done after the earthquake has died down.

In this event, if there is leak in said pipeline, pressure in a passage B does not rise to a settled pressure, opening valve of the valve body 13 is hindered without realizing a bite of a clutch 26 through a lever 41.
