Abstract

PURPOSE: To decrease the number of the coded bits by dividing the picture signal into the 2-dimensional minor blocks and then expressing the block in the form of the difference between the gradation component and the gradation component of the adjacent block.
CONSTITUTION: Color picture 300 is scanned at picture input part 301 and then separated into primary colors Y, I and Q through three primary color separation part 302. These primary colors are converted into the digital signals with each plane through A/D conversion parts 3031∼3033 and then written into buffer memories 3041∼3043 in the form of the luminance information. The luminance information is applied to coding process parts 3051∼3053, and the operation is given every block to the difference of the gradation components which are the partial gathering of each binary value obtained through the binary conversion of the luminace value as well as the difference of the gradation components among blocks. The information thus coded is stored at code storage filing part 306 in the form of the digital code.
