PURPOSE: To provide a highly reliable device for automatically detecting remotely the grabbing and releasing operations of a fuel grabbing tool in a fuel exchanging unit by means of indepindent measuring principle.
CONSTITUTION: A fuel exchanging truck 5 for replacing a number of fuel rods 4 and exchanging spent fuel with new fuel in a fuel pool 2 in a reactor 1, consists of a telescopically connecting rod 5C having a fuel grabbing tool 5B containing a limit switch 5A at the end thereof, a winch 5D for telescoping the rod 5C, a platform drive unit 5F, a load meter 5G for detecting the load of the tool 5B, a position detector 5H for measuring the depth directional position of the tool 5B, an actuator 5J for grabbing or releasing the tool 5B, and a control circuit 6 for logically judging upon reception of signals from the means 5A, 5G, 5H
