CONSTITUTION:Buffer memory BM1 and BM2 are provided at node TN1 and TN2 storing transmitter side terminal T1 and receiver side terminal T2, and then connected to each other via repeating exchange node SN. The transmission correspondence sent from terminal T1 enters within node TN1 via circuit L and then controlled by processor P and memory control circuit BMC to be stored once in buffer memory BM1. The correspondence is transferred to buffer memory BM2 of node TN2 at the convenient time and in accordance with the congestion state of the traffic of exchange node SN. The transfer to terminal T2 is carried out at the time designated in the correspondence or by the indication of terminal T1 or T2.
