PROBLEM TO BE SOLVED: To define an association control service element(ACSE) as the object of modeling due to a guideline for the definition of managed object(GDMO) as well in an open system based on OSI managing system management information. SOLUTION: In the open system based on an OSI managing system management standard, the ACSE (ISO/IEC 8649 and 8650) is defined as a managed object (M) by the GDMO (ISO/IEC 10165-4) so that a system for mounting the ACSE can be provided. In the transmission/reception of network management information through a Q3 interface specified by a telecommunication management network(TMN) (ITU-T, M.3010) of ITU-T, the ACSE can be handled homogeneously with the MO for providing a system management function(SMF) (ISO/IEC 10164 series).
