取った後の先端部)或は、中目材等、従来木材としての
活用が殆ど成されないか用途が限られているために需給
関係が悪い国産材の有効活用を狙いとするものである。
即ち、従来、例えば、間伐材は殆ど用途が無く、伐採し
て出荷しても経済的に引き合わず、伐採されないか、仮
に、伐採してもそのまま放置されているのが実情であ
る。また、直径が28〜32cm程度の中目材でも柱程
度にはなるものの、その用途は少なく持て余しの状態で
ある。
