Since the present invention is configured as described above, a conductive layer that adheres strongly to the plate surface of the electrode substrate formed of an insulating sheet such as polypropylene and has strong oil resistance is formed, and it is used during operation of the air cleaner. In addition, even if dust such as vegetable oil adheres to the conductive layer, the coating film of the conductive layer can be prevented from deteriorating and the collector electrode plate can have a long service life. Moreover, since the width of the second conductive layer is made slightly narrower than the width of the first conductive layer, the second conductive layer does not protrude from the first conductive layer in actual production. The conductive layers of the high-voltage electrode plate and the grounded electrode plate are not in contact with each other and electrically short-circuited, and the distance from the end of the electrode substrate to the second conductive layer is not shortened. Therefore, the insulation distance between the high-voltage electrode plates and the ground electrode plates, which are alternately laminated, is not shortened, electrical leakage does not occur, and thus the dust collection effect can be prevented from lowering.
