CONSTITUTION:A flexible foaming material 14 such as air mortar or air milk is injected or fed by a pump into a bag 9 made of a cloth of fibers having one end open, and the opening of the bag 9 is closed to form a lightweight banking material 8 in the same manner as with a sandbag.
