Since the panel material is formed by laminating and adhering the plywood and the corrugated ball, the amount of the plywood used, and hence the amount of the plywood raw wood used, can be reduced. In addition, the use of a stepped ball with uniform quality makes it possible to obtain a composite panel material with less variation in quality as a whole panel, and the use of a stepped ball having a void portion provides excellent sound insulation and heat insulation. A composite panel material is obtained.
