PURPOSE:To enhance workability by statically laminating two sheets of release paper on both surfaces of a silicone-based elastic body sheet having thermal good conductivity and working a sheetlike thermal filler while matching it with the size of an on-board equipment and easily fitting it to the on-board equipment or a structural body. CONSTITUTION:A silicone-based filler having thermal good conductivity is constituted of both a silicone-based elastic body sheet 2 made to an elastic body sheet and release paper 1. Therein two sheets of release paper 1 are statically laminated on both surfaces of the silicone-based elastic body sheet 2.
