An inner cylindrical pipe 8 is sealed at one end thereof and attached to the tip support jig 9 provided to the other end part of the water pipe 6 and the other end thereof is attached to the seal gland provided to the phase flange 10 of the flange part provided at the position continuing to the water pipe 6 of the inner and outer pipe attaching pipe 5.
