If this is an emergency 21 call with "#" attached, the user knows that the situation in which he/she is currently making a call is a general-to-general call, and the process is started. At this point, since an emergency call has interrupted the general call, a warning sound is output to the general call, and after 10 seconds, for example, the call is forcibly disconnected, a new call path is formed, and the emergency call is made. In other cases, if an emergency call interrupts the caller while the caller is already making an emergency call, for example, a warning sound B is emitted to the caller, and the caller who hears this can judge the situation and disconnect the call. It is up to the caller to decide whether to give the line to the emergency caller who has interrupted, or to ignore the warning tone B and continue the call. There are various other combinations, and examples of these combinations and their flows are shown in FIG.

The fixed radio station FR3-2 is already in the process of setting up a wireless line with the mobile phone P-1, but the fixed radio station FR3-2 checks whether the call is already in progress or what level it is at, as shown at 7 in Figure 3.
I understand 3-2 myself. Therefore, what level the call request from the mobile phone P-1 is at this time is known, and the level of the connection change, such as whether it is a warning sound or a forced disconnection, is decided by comparing the levels and processed. These are exactly the same as when receiving a call.

It should be noted that the process shown here is just an example, and it goes without saying that various changes can be made, as it is determined by the policy whether or not the VIP person is allowed to interrupt even during an emergency call, for example.
