でコンデンサを充電する充電手段と、 上記コイルに駆動パルスを印加中の第２のタイ
ミングに前記電圧検出手段で得られた第２の電圧
と前記コンデンサの電圧とを比較する比較手段と
、 この比較手段で第２の電圧が前記コンデンサの
電圧より低いと検出された際に、非回転検出信号
を出力する検出信号出力手段とを備えることを特
