ドラム5の内周面に圧接操作可能な操作軸8とを
備えたケーシング9を、ベアリング10を介して
前記筒状部材4に外嵌保持させ、これによつて制
動機構Zを構成し、後述する係合部12と回止め
部材13との係合によつて前記制動機構Zにおけ
るケーシング9を回止め固定することでブレーキ
