CONSTITUTION:In a transmitting side, picture data of a document is read by a document reading par 1 and transferred to a memory 2. Subsequently, from facsimile data (picture signal) which has been accumulated in the memory 2, a page final line monitoring part 5 recognizes a final line address and sends it to a white line monitoring part 6. In this monitoring part 6, a line address in which other line than a white line is detected first toward the upper part of a page from the final line address is recognized, and sent out to a sending-out line deciding part 7.
