A cutter fitting portion is provided on the outer periphery of the rotating shaft, and a cylinder chamber is provided at the axial center of the cutter fitting portion of the rotating shaft, and a piston movable in the axial direction is fitted into the cylinder chamber, and the piston is inserted into the end of the rotating shaft. A fluid passage for pushing the piston toward the blade side is communicated with the piston, and a resilient body for urging the piston toward the side surface of the cutter is housed in a case portion provided at the piston axis, and the piston protrudes outward from the cylinder chamber.
