を挿着した少なくとも1本の撹拌用内管20を配
設すると共に、前記内管20の外方に燃料油Aの
循環通路22を形成して成るステム6と;燃料ポ
ンプ1と加熱ヒータ2とレギユレータ5と少なく
とも1基の燃料油制御弁3を備え、前記ステム6
の循環通路22を通して加熱した燃料油Aを循環
する燃料油循環回路Cと;注水ポンプ11と少な
くとも1基の注水制御弁13とより成る注水回路
Dと;前記燃料油制御弁3からの燃料油Aと前記
注水制御弁13からの水Bとを混合し、前記ステ
ム6の撹拌用内管20内へ供給する少なくとも1
基の注水量制御オリフイス4とより構成したエマ
