レコメンド情報を提供する対象となる対象ユーザの前記バイアス値のうちの少なくとも1つのバイアス値と、レコメンド対象の候補ごとに設けられ、前記対象ユーザが当該候補のレコメンド情報に従って行動した割合を示す行動変容率と、を要素として有するユーザベクトルを生成し、前記候補のレコメンド情報に従って行動したユーザの前記少なくとも1つのバイアス値及び前記行動変容率のそれぞれの平均値を要素として有する候補ベクトルを生成し、前記ユーザベクトルと前記候補ベクトルとの類似度により、前記候補の中から前記レコメンド対象を決定する決定部と、
前記レコメンド対象に関する画像を含む前記レコメンド情報を生成する生成部と、
