以上詳述したように、本実施の形態に係る制御装置、および制御プログラムによれば、波長切替時にONU10がOLT20とのフレーム同期を確立するフレーム同期方法において、波長切替発生と同時に一時的に下り信号切替(DS Tuning)状態へと状態遷移させる。このことにより、一定時間以内に、切替後の下り信号のフレーム同期パターンを検出することで同期(Sync)状態に遷移できるため、図9に示す従来技術に係る状態遷移に比べて1/5未満の時間で、フレーム再同期を確立することが可能となる。また、各OLT20からのPSBd出力タイミングを、できる限り一致させておくことで、フレーム同期パターン検出時間(guard_time)を極力小さくできるため、従来に比べて極めて小さい時間で、フレーム再同期を確立することが可能となる。つまり、例えば図7(a)において、OLT#1のPSBdの送出タイミングとOLT#2のPSBdの送出タイミングが近ければ、双方のPSBdが(guard_time(保護時間)×2)の期間内に収まりやすく、また、双方のPSBdのタイミングが近ければ近いほどOLT#2からの下り信号に含まれるフレーム同期パターンの検出時間も短くなる。
