Description
The present invention relates to a method for separating and concentrating radioactive cesium and a device for separating and concentrating radioactive cesium.
Separation of radioactive substances from objects to be treated containing radioactive substances in order to restore the natural environment such as soil, vegetation, sea and rivers contaminated with radioactive substances leaked from equipment that uses nuclear fission reactions such as nuclear power plants. Various measures to concentrate are being studied.
Among the radioactive substances, iodine-131, cesium-134, and cesium-137 are said to be the major three nuclides that cause radioactive contamination because they are lightweight and easily scattered, and because they are water-soluble, they have a great impact on health. In particular, cesium-137, which has a long half-life of 30 years, is an alkali metal and has high reactivity, and cannot be easily decontaminated when adsorbed on soil.
Further, Patent Document 2 describes a method in which glass is melted and a radioactive component is encapsulated in a melting furnace provided with two or more chambers for the purpose of vitrifying the radioactive nuclei, and the glass supply material is used. In addition to the main chamber of the melting furnace, the supply material is heated until it becomes molten glass, the molten glass is made to flow into one or more sub chambers of the melting furnace, and a radioactive component is introduced into the glass melting material of the sub chamber. In addition, a method of encapsulating the radioactive component has been proposed.
However, it is difficult to reliably confine all radionuclides in slag or glass, and there is a problem that volatilized radionuclides must be collected separately.
Therefore, in
However, these conventional technologies are technologies for reducing the volume of waste containing nuclides generated from nuclear power plants and confining them in slag and glass, and are used for radioactive substances, especially large amounts of soil contaminated with radioactive cesium and pollutants. It was difficult to apply it to the treatment of residues such as incinerated ash and sludge after purifying contaminated water.
It is difficult to secure a storage place that can be managed for a long period of time because the amount of these contaminated soil, residues such as ash, sludge, etc. reaches a huge amount, and the amount of slag and glass in which radioactive substances are trapped reaches a considerable amount. Because.
In view of the above-mentioned problems, an object of the present invention is a method for separating and concentrating radioactive cesium, which can efficiently separate and concentrate radioactive cesium contained in an object to be treated such as soil and incineration ash, and greatly reduce the volume. The point is to provide a radioactive cesium separation and concentration device.
In order to achieve the above object, the first characteristic configuration of the method for separating and concentrating radioactive cesium according to the present invention is as described in
As a result of diligent research, the inventors of the present application added a basicity adjusting agent to the object to be treated to adjust the basicity (CaO / SiO 2 ) of the object to be treated so as to have a predetermined value. By adding a chlorine-based auxiliary agent to the object to be treated with the bond of the skeletal structure weakened, cesium can be easily separated from the slag skeletal structure, efficiently binds to chlorine contained in the chlorine-based auxiliary agent, and is radioactive. It was found that radioactive cesium can be almost certainly volatilized from the object to be treated contaminated with cesium, separated and concentrated , and the volume can be significantly reduced.
(CaO/SiOThen, a basicity adjusting agent is added to the object to be treated, and the basicity (CaO / SiO) having a predetermined value in the range of 0.43 to 2.39 is added. Makes it easier for cesium to separate from the slag skeleton structure, efficiently combines with chlorine contained in chlorine-based auxiliaries, and almost certainly volatilizes radioactive cesium from the object to be treated contaminated with radioactive cesium. It can be separated and concentrated to significantly reduce the volume.
As described in claim 2, in addition to the above-mentioned first feature configuration, the basicity adjusting agent added to the processed product in the basicity adjusting agent adding step is to be treated. It also serves as a melting point lowering agent that lowers the melting point of an object.
As basicity adjusting agent Ru can be suitably used a melting point depressant to lower the melting point of the workpiece.
The third characteristic configuration is that, as described in
By melting the object to be treated in a reducing atmosphere, the separation efficiency of radioactive cesium can be further improved. In particular, when a chlorine-based auxiliary agent addition step is included, for example, by melting treatment under a condition where the oxygen partial pressure is low, the oxidizing compound of cesium is reduced and combined with chlorine, and cesium is combined with an organic substance. In some cases, the reaction of radioactive cesium to chloride is promoted, such as binding to chlorine before it is oxidized.
In the fourth characteristic configuration, as described in claim 4 , in addition to any of the above-mentioned first to third characteristic configurations, the basicity adjusting agent is a calcium compound and / or silicon dioxide. At the point.
A calcium compound and / or silicon dioxide can be preferably used as the basicity regulator.
As described in
As described in claim 6 , the second characteristic configuration includes, in addition to the first characteristic configuration described above, the reducing atmosphere adjusting mechanism for melting the object to be treated in a reducing atmosphere. There is a point.
As described in claim 7 , in addition to the above-mentioned first or second characteristic composition, the third characteristic composition is soil, sewage sludge, dredged sludge or incineration in which the object to be treated contains radiation cesium. It is in the point of being ash.
As described above, according to the present invention, a radioactive cesium separation and concentration method and a radioactive cesium that can efficiently separate and concentrate radioactive cesium contained in an object to be treated such as soil and incineration ash to greatly reduce the volume. It has become possible to provide a separation and concentration device.
Hereinafter, embodiments of the radioactive cesium separation and concentration method and the radioactive cesium separation and concentration device according to the present invention will be described.
FIG. 1 shows a radioactive cesium separation and concentration device according to the present invention. The radioactive cesium separation and

A rotary surface melting furnace is used as the melting furnace 7, and the object to be melted in the melting furnace 7 is dropped into a cooling
The radioactive cesium contained in the object to be treated reacts with chlorine in the process of melting to become cesium chloride, and most of it volatilizes and flows out from the
The exhaust gas is cooled to about 200 ° C. by a
The calcium salt collected by the
The above-mentioned radioactive cesium separation / concentration device executes the radioactive cesium separation / concentration method of the present invention shown in FIG. That is, the chlorine-based auxiliary agent adding device 4 executes the chlorine-based auxiliary agent adding step of adding the chlorine-based auxiliary agent to the object to be treated, and the melting point lowering agent adding device 6 adds the melting point lowering agent to the object to be treated. The agent addition step is executed, and in the reducing
Radioactive cesium released to the natural world easily binds to ion exchangers and organic matter in soil, and has a high boiling point due to its strong binding to clay minerals, so it heats the object to be treated at a considerably high temperature. Even with molten slag, a dozen percent of radioactive cesium remains in the molten slag and cannot be easily separated and removed. The boiling point of radioactive cesium alone is as low as 641 ° C., but this is because a substance that does not easily volatilize due to its high boiling point is produced by combining with other substances.
However, when a chlorine-based auxiliary agent is added to the object to be treated and melted, even if the substance has a considerably high boiling point, chlorine contained in the chlorine-based auxiliary agent and radioactive cesium combine to form cesium chloride, which has a boiling point. As it descends, radioactive cesium can be separated and removed from the molten slag with high efficiency. Incidentally, the boiling point of cesium chloride is 1295 ° C., and by adjusting the melting temperature of the object to be treated in the melting furnace 7 to 1300 ° C. or higher, preferably 1350 ° C. or higher, it is almost certain that the object to be treated containing radioactive cesium will be treated. Radioactive cesium can be volatilized and separated.
The radioactive cesium volatilized in the exhaust gas becomes a solid such as cesium chloride when the temperature drops in the
On the other hand, the separated slag is effectively used as an industrial resource such as concrete aggregate, cement material, and road paving material. Although the amount of radioactive cesium contained in slag is extremely small, the application for reuse may be limited depending on the radiation dose. In this case, adjust the amount of chlorine-based auxiliary agent, melting point lowering agent, reducing agent, etc., the concentration of radioactive cesium contained in the object to be treated, the operating temperature of the melting furnace, etc., and adjust so that the radiation dose is limited. To do.
As the chlorine-based auxiliary agent added to the object to be treated in the chlorine-based auxiliary agent addition step, one or more substances selected from inorganic chloride, hydrochloric acid, chlorine-based plastic, and incineration flying ash are used. As the inorganic chloride, potassium chloride, sodium chloride, calcium chloride or ferric chloride is used, and as the chloride having a high boiling point, calcium chloride or ferric chloride is preferably used. If chlorine is contained, it can be used as a chlorine-based auxiliary agent, and may be chlorine gas, organic chloride, or the like.
When inorganic chloride with a low boiling point is used, the inorganic component volatilizes and the amount of collected material containing radioactive cesium increases, and the frequency of recombination between the volatilized inorganic substance and chlorine content increases, resulting in migration to cesium chloride. There is a risk that the amount of radioactive cesium produced will decrease and the volatilization efficiency of radioactive cesium will be suppressed. However, if a high-boiling inorganic chloride such as calcium chloride or ferric chloride is used, the calcium component and iron component will not volatilize. It is more preferable because it remains in the slag and chlorine can be efficiently used to volatilize radioactive cesium. In addition, the amount of fly ash containing radioactive cesium can be reduced by leaving the calcium component in the slag.
If chlorine-based waste plastic is used as the chlorine-based auxiliary agent among chlorine-based plastics, it is not necessary to treat the chlorine-based waste plastic with a separate waste plastic processing facility, and the economy is improved. Since incinerated fly ash to which a neutralizing agent such as slaked lime is added to neutralize the exhaust gas of chlorine-based plastics originally contains a large amount of chlorine components, it can be suitably used as a chlorine-based auxiliary agent. By using it as a chlorine-based auxiliary agent, it is not necessary to bury incineration ash, which improves economic efficiency.
It is also possible to use chlorine itself as a chlorine-based auxiliary agent. In this case, a nozzle for blowing chlorine gas into the object to be processed charged in the melting furnace 7 may be installed in the melting furnace. Further, hydrochloric acid can be used as a chlorine-based auxiliary agent. In this case, a nozzle for spraying hydrochloric acid may be installed on the object to be treated.
When the basicity of the object to be treated (CaO (%) / SiO 2 (%)) is low as in soil, the efficiency of separation of radioactive cesium from molten slag is achieved by adding a melting point lowering agent to the object to be treated. Can be further improved.
When the basicity of the object to be treated (CaO (%) / SiO 2 (%)) is separated from 1, the melting point becomes high, and when the melting point of the object to be processed is high, SiO 2 is the main component and is composed of cation bonds. The slag has a strong bond with the skeletal structure, and the bond with cesium that is bound to the slag structure is also strong. Therefore, even if the chlorine component tries to bind to cesium, cesium cannot separate from the skeletal structure, the binding between chlorine and cesium is inhibited, and as a result, radioactive cesium tends to remain in the molten slag.
On the other hand, by adding the melting point lowering agent, the object to be treated is melted at a lower temperature and the fluidity is increased. That is, the bond of the slag skeletal structure is weakened, and cesium is easily separated from the slag skeletal structure. This is because chlorine and radioactive cesium contained in the added chlorine-based auxiliary agent increase the chances of ionic bonding and promote the reaction of transfer to cesium chloride. Therefore, it is presumed that the volatilization of radioactive cesium is promoted. The time for adding the melting point lowering agent to the object to be treated may be before or after the step of adding the chlorine-based auxiliary agent.
(CaO+MgO+Fe2O3+K2O+Na2O)/(SiO2+Al2O3)
In the above-described embodiment, the case where a simple basicity (CaO (%) / SiO 2 (%)) is used as an index has been described, but the basicity has various definitions other than this. It is disclosed in the journal of the Waste Society (Vol.19, No19, pp17-25,2008). For example, as shown in the following formula, some are represented by a plurality of components.
(CaO + MgO + Fe 2 O 3 + K 2 O + Na 2 O) / (SiO 2 + Al 2 O 3 )
As described above, in the basicity represented by a plurality of components, the melting point is not simply lowered by 1, but the content of each component is determined in a complicated manner.
A basicity adjusting agent is preferably used as the melting point lowering agent added to the object to be treated in the melting point lowering agent addition step, and is selected from calcium compounds, alkali metal salts, alkaline earth metal salts, boron compounds, and iron compounds. Any single or more substances, such as calcium oxide, calcium hydroxide, calcium carbonate, sodium carbonate, lithium carbonate, potassium carbonate, magnesium carbonate, magnesium hydroxide, magnesium oxide, boron oxide, roasted sand, boric acid , One or more substances selected from ferrous oxide, triiron tetroxide, ferric oxide and the like are preferably used.
The basicity adjusting agent is preferably used as the melting point lowering agent because the basicity is used as an index for observing the melting point of the object to be treated and the fluidity at the time of melting. In a simple basicity (CaO (%) / SiO 2 (%)), the melting point tends to decrease as it approaches 1, and the melting point tends to increase regardless of whether it is separated from 1 to a lower value or a higher value. Further, in the basicity represented by a plurality of components described above, the correlation with the melting point is not simply represented by a unique numerical value, but the basicity value defined by the ratio of each component is used as an index of the melting point. Become.
Furthermore, by melting the object to be treated in a reducing atmosphere, that is, in a situation where the partial pressure of oxygen is low, the chance that radioactive cesium in the object to be treated is combined with oxygen is reduced, and the chance of binding with chlorine is sufficiently secured. The radioactive cesium can be reduced, for example, the oxidizing compound of cesium is reduced and combined with chlorine, and if cesium is a bond with an organic substance, it is combined with chlorine before being oxidized. The reaction to transfer to chloride is promoted, and radioactive cesium can be volatilized and separated from the molten slag with high efficiency.
Therefore, one or more substances selected from activated carbon, graphite, carbon black, coke, charcoal, plastic, vegetation, and dry sewage sludge as the reducing agent added to the object to be treated in the reducing agent addition step. Is preferably used. Since sewage sludge contains a carbon component obtained by decomposing organic matter by biological treatment, it can be suitably used as a reducing agent. Of the plastics, waste plastics are more economical, and chlorine-based plastics also serve as chlorine-based auxiliaries and are more preferably used.
In order to melt the object to be treated in a reducing atmosphere, the air ratio is 1.2 or less when the object to be treated is melted in the separation step, that is, the melting furnace 7 without adding the reducing agent in the reducing agent addition step. Combustion air may be supplied so as to melt in a reducing atmosphere.
In the rotary surface melting furnace, melting can be performed in a more stable reducing atmosphere by setting the air ratio to 1.1 or less. Further, in the case of a rotary surface melting furnace, the combustion air adjusting mechanism 14 (shown by a broken line in FIG. 1) adjusts the air required for the burner and the air for burning the combustibles contained in the object to be processed. ) May be provided.
The theoretical combustion air amount is the amount of air theoretically required for combustion of the fuel used for melting and the combustibles contained in the object to be treated. For example, when fossil fuel is used as a heat source for melting, fossils are used. It is the sum of the theoretical amount of air required for combustion of fuel and the theoretical amount of air required for combustion of combustibles such as carbon and hydrogen contained in the object to be treated. When power is used as a heat source for melting, it is subject to It is the theoretical amount of air required to burn combustibles such as carbon and hydrogen contained in the processed material.
The air ratio is the "ratio of the amount of air actually supplied to the amount of theoretical combustion air", that is, (the amount of air actually supplied) / (the amount of theoretical combustion air). Aiming for complete combustion so that unburned matter does not remain in normal melting, the air ratio is operated at about 1.3, and the exhaust gas contains oxygen that was not used for combustion.
When a coke oven is used as the melting furnace, the melting process is inherently performed in a reducing atmosphere. When an electric melting furnace is used, a combustion air adjusting mechanism for supplying combustion air having an air ratio of 1.2 or less, that is, 1.2 times or less the theoretical combustion air amount of the object to be processed may be provided. ..
Soil containing radioactive cesium, sewage sludge, dredged sludge, or incineration ash is suitably treated as an object to be treated by the above-mentioned radioactive cesium separation and concentrating device. Here, the incineration ash includes incineration ash and fly ash such as sewage sludge, household waste, industrial waste and rubble. Further, the flue of the melting furnace 7, particularly the refractory material such as refractory bricks and refractory cement in the post-combustion zone formed between the furnace chamber and the
Here, it is not necessary to carry out the above-mentioned melting point lowering agent addition step and reducing agent addition step for all the objects to be treated. For example, if the object to be treated is soil, it is preferable to carry out the melting point lowering agent addition step because the basicity is low, but if the incinerated ash is not so low in basicity, it is necessary to carry out the melting point lowering agent addition step. There is no.
The amount of the chlorine-based auxiliary agent, melting point lowering agent, or reducing agent added may be appropriately adjusted according to the properties of the object to be treated. For example, if the object to be treated is incineration ash (for example, a mixture of incineration main ash and incineration fly ash), the chlorine content is sufficiently high, so that it is not necessary to add a large amount of chlorine-based auxiliary agent.
Further, although an example in which the chlorine-based auxiliary agent, the melting point lowering agent, and the reducing agent are added separately has been described, if there is no significant change in the properties of the object to be treated, they may be collectively added by the same device.
An input amount adjusting mechanism that adjusts the input amount of the object to be input into the melting furnace 7 per unit time based on the radiation dose contained in the object to be processed so that the radiation dose remaining in the slag falls below a predetermined level. You may prepare. Similarly, the amount of the object to be charged per unit time to be charged to the melting furnace 7 based on the amount of radiation contained in the object to be processed so that the radiation dose contained in the fly ash to be concentrated and separated falls below a predetermined level. The input amount adjusting mechanism for adjusting the radiation dose may be provided.
That is, the charging amount adjusting mechanism is charged per unit time of the object to be treated so that the slag or fly ash after the treatment can be appropriately treated based on the ratio of the radiation cesium being volatilized and separated from the slag by the melting treatment. Adjust the amount.

An experimental example will be described below. In the first experiment, the separation and concentration characteristics of radioactive cesium when the method of the present invention was applied to radioactive cesium contained in municipal waste incineration ash as an object to be treated were investigated. FIG. 3A shows the composition of the simulated incineration ash in which 0.5% of the cesium carbonate reagent is added to the municipal waste incineration ash used as the
A plurality of samples were prepared by adding an appropriate amount of calcium chloride (CaCl 2 ) reagent as a chlorine-based auxiliary agent and an activated carbon reagent as a reducing agent to both

FIG. 4B shows the volatilization rate of cesium with respect to the total chlorine concentration in the sample when the heating temperature was changed to a plurality of samples in which different amounts of calcium chloride were added to the mixed ash of the base material 2. Has been done.
It was confirmed that the volatilization rate of cesium decreases at a heating temperature lower than the boiling point of cesium chloride of 1295 ° C, but the volatilization rate of cesium increases as the amount of calcium chloride added increases at higher temperatures of 1350 ° C and 1450 ° C. It was.

The melting characteristics at 1350 ° C. when ferric oxide (Fe 2 O 3 ) was added as a melting point lowering agent using the
The characteristic diagram at this time is shown in FIG. 6 (a). When the melting point lowering agent is not added to the
The volatilization rate of cesium with respect to the total amount of chlorine in the samples was confirmed by using a plurality of samples in which calcium chloride was added as a chlorine-based auxiliary agent to the
In the third experiment, changes in the volatilization rate when calcium chloride was added to the base material 6 of the incinerated ash obtained by incinerating the sewage sludge and the
FIG. 7 (b) shows the cesium volatilization rate when silicon dioxide (SiO 2 ) is added to the municipal waste incineration ash to reduce the basicity (CaO / SiO 2 ), and the calcium chloride shown in FIG. 7 (a). A characteristic diagram is shown in comparison with the cesium volatilization rate of 28.3% when 5% is added. It can be confirmed that the volatilization rate of cesium decreases as the basicity of the municipal waste incineration ash decreases. From this, it can be inferred that the volatilization rate of cesium increases by increasing the basicity of the object to be treated, such as the incineration ash of sewage sludge, which has a low basicity.
In FIG. 8A, cesium with respect to the total chlorine concentration of the incinerated ash of sewage sludge contaminated with radioactive cesium as the base material 7 and the
FIG. 8B shows a change in the characteristics of the base material 7 when a reducing agent is added. It was confirmed that when 30% calcium chloride and 10% activated charcoal were added at the same time, the volatilization rate of cesium was higher than when only 30% calcium chloride was added. When 7% calcium chloride and dry sludge were added as a reducing agent, chloride was added. It was confirmed that the cesium volatilization rate was higher than that when only 20% of calcium was added. That is, it was confirmed that the dry sludge functions effectively as a reducing agent. The value of 7% calcium chloride corresponds to about 20% in terms of the ratio to the total ash content including dry sludge.
