データ転送時間導出部15は、パケット情報入力部12から入力されるパケット情報に基づいて、測定区間入力部11から入力される測定区間ごとにデータ転送時間を導出する。例えば、測定区間が60秒の場合、当該60秒間においてデータが転送された時間がデータ転送時間として計測される。具体的には、測定区間が60秒の場合であって、或る測定区間の最初の5秒で5Mバイト/毎秒でデータが転送され、残りの55秒ではデータ転送が無い場合、当該測定区間におけるデータ転送時間は、5秒として導出される。

なお、品質推定部14は、データ転送量導出部13が出力する測定区間ごとのデータ転送量に加え、データ転送時間導出部15が出力する測定区間ごとのデータ転送時間を入力として、測定区間ごとの品質を推定する。具体的には、品質推定部14は、データ転送量(D)の増加に伴い品質が増加する特性(例えば、対数、ロジスティック関数など)と、データ転送時間(T)の増加に伴い品質が低下する特性(例えば、一次関数、指数関数)とに基づいて品質値(Q)を算出する。例えば、品質推定部14は、以下の式(3)又は(4)に基づいて品質値を算出する。
