本PCB混入絶縁油無害化処理装置1は、静電吸着機21と静電吸着機21の後段に配置するクエンチング器33とで、処理済油に含まれる未反応の金属ナトリウムを除去する。粒径の大きい未反応の金属ナトリウムは、クエンチング器33でクエンチングするよりも、静電吸着機21で分離する方が迅速に除去することが可能であり効率的である。一方、静電吸着機21で吸着可能な粒径及び吸着速度を考えれば、粒径の小さい未反応の金属ナトリウムは、静電吸着機21で分離するよりもクエンチング器33でクエンチングする方が効率的である。以上のように静電吸着機21とクエンチング器33とでは、特性が異なるので、処理済油に含まれる未反応の金属ナトリウムの粒径、濃度、さらに必要に応じて反応生成物の粒径、濃度を考慮の上、2つの装置の仕様を決定し、これら装置の特性を活かし、全体として短時間内にまた完全に未反応の金属ナトリウムを除去することができるようにすべきである。

固体状の不純物を含む処理済油を静電吸着機21に通すと、固体状の不純物をほぼ分離することができるが、処理済油の再利用を考えれば未反応の金属ナトリウムを完全に除去することが望ましい。そこで本実施形態のPCB混入絶縁油無害化処理装置1では、静電吸着機21で吸着分離されず、処理済油に残存する未反応の金属ナトリウムを除去するため静電吸着機21を通過した処理済油はクエンチング装置31に送られる。静電吸着機21からクエンチング装置31への送油に際し、処理済油を冷却するなどの温度調整操作は不要である。クエンチング装置31に送られた処理済油は、ここで処理済油に残存する未反応の金属ナトリウムがクエンチングされ(クエンチング工程:ステップS7)、その後、処理済油タンク45に送られる(貯留工程:ステップS8)。

クエンチング装置31は、固体のクエンチング剤を用いて処理済油に残存する未反応の金属ナトリウムをクエンチングする。クエンチング装置31は、クエンチング器33とクエンチング器33に処理済油を圧送する送油ポンプ35とを有する。クエンチング器33は、処理済油タンク45と結ぶ出口ライン37の他、出口部と送液ポンプ35の吸入部とを結ぶ循環ライン39を備え、クエンチング器33の入口部には、圧力検出器41が装着されている。

クエンチング器33は、ろ過器タイプの装置であり、内部にフィルター形状の固体クエンチング剤43を内蔵している。固体クエンチング剤43は、コットン製の不織布が底有り筒状に形成され、処理済油が通過可能で、処理済油に残存する未反応の金属ナトリウムが固体クエンチング剤43と接触できる目開きを有する。固体クエンチング剤43を形成するコットン製の不織布は、表面に水酸基(OH基)を有するので、処理済油が固体クエンチング剤43を通過するとき、処理済油に残存する未反応の金属ナトリウムが接触すると、金属ナトリウムは水酸基と反応し、水酸化ナトリウムとなる。なお、処理済油はパラフィン系の油であり、固体クエンチング剤43とは反応しない。

本発明では、固体クエンチング剤43と未反応の金属ナトリウムとを接触させ、固体クエンチング剤43の表面の水酸基と金属ナトリウムとを反応させることで未反応の金属ナトリウムをクエンチングさせる。このため固体クエンチング剤43は、処理済油に溶解せず、表面に水酸基(OH基)を有する固体材料であればよく、金属ナトリウムとの反応性を考えれば、材料表面に多くの水酸基を有するものがより好ましい。さらに本実施形態のように固体クエンチング剤43をフィルター形状とすれば、固体クエンチング剤43と金属ナトリウムとを効率的に接触させることが可能であり好ましく、不織布以外に織物、紙、多孔質材などを使用することができる。なお、固体クエンチング剤43の形状を維持するための補強材が設けられていてもよく、フィルターの形状も特定の形状に限定されるものではない。

このような固体クエンチング剤43には、植物及び動物由来のもの、合成樹脂由来のものがある。具体的には、セルロース、セルロースを主成分とする木、綿、麻、デンプン、キチン、キトサン、ヒアルロン酸、動物性蛋白質、アセテートレーヨン、酢酸セルロース、酢酸プロピオン酸セルロース、カルボキシメチルセルロースなどのセルロース系プラスチック、ポリビニルアルコール、生分解性プラスチック、これらを原材料又はこれらを主成分とする繊維、布、紙などが例示される。

固体クエンチング剤43の目開きの大きさを大きくし過ぎると、処理済油が通過し易くなり、未反応の金属ナトリウムも固体クエンチング剤43と接触することなく、固体クエンチング剤43を通過してしまう。一方、固体クエンチング剤43の目開きの大きさを小さくすると未反応の金属ナトリウムが固体クエンチング剤43の表面に捕捉される。未反応の金属ナトリウムが固体クエンチング剤43の表面に捕捉されることは、未反応の金属ナトリウムと固体クエンチング剤43の表面の水酸基との反応の点からは好ましいが、処理済油が固体クエンチング剤43を通過する際の抵抗が大きくなり、処理速度が低下するため、固体クエンチング剤43の目開きの大きさを極端に小さくすべきではない。

未反応の金属ナトリウムと固体クエンチング剤43の表面の水酸基との反応により生成する水酸化ナトリウムは、固体クエンチング剤43の表面に吸着されたままであるので、クエンチングが進行するに従って、固体クエンチング剤43の目開きが小さくなり、目が詰まってくる。以上の点から固体クエンチング剤43の目開きの大きさは、処理済油に残存する未反応の金属ナトリウムの平均粒径に1〜5μmを加算した大きさが好ましく、処理済油に残存する未反応の金属ナトリウムの平均粒径に2〜3μmを加算した大きさがより好ましい。なお、本PCB混入絶縁油無害化処理装置1では、静電吸着機21で固体状の不純物がほぼ分離された処理済油がクエンチング器33に送られるため、クエンチング器33でクエンチングすべき未反応の金属ナトリウムの量は非常に少ない。

クエンチング装置31の使用方法の一例を示す。静電吸着機21で固体状の不純物がほぼ分離された処理済油を、送油ポンプ35を介してクエンチング器33に送る。クエンチング器33に送られた処理済油は、固体クエンチング剤43を通過し、出口部から排出される。処理済油が、固体クエンチング剤43を通過するとき、処理済油に含まれる未反応の金属ナトリウムが、固体クエンチング剤43と接触し、未反応の金属ナトリウムは、固体クエンチング剤43表面の水酸基と反応し、水酸化ナトリウムとなり固体クエンチング剤43の表面にそのまま止まる。

クエンチング器33を通過する処理済油が増加すると共に、あるいは処理時間が増加すると共に、固体クエンチング剤43表面の水酸基の数が減少し、逆に水酸化ナトリウムの付着量が増加し、クエンチング器33を通過する際の圧力損失が上昇する。このためクエンチング器33入口部の圧力と固体クエンチング剤43の残存する水酸基の量あるいは割合との関係を取得することで、いわゆる固体クエンチング剤43の破過曲線を得ることができる。固体クエンチング剤43の破過曲線を得ておけば、クエンチング器33入口部の圧力から、固体クエンチング剤43の破過状態、より具体的には固体クエンチング剤43の残存する水酸基の量あるいは割合を把握することができる。

上記のように本実施形態では、処理済油に含まれる固体状の不純物を静電吸着機21で分離した後、さらに処理済油に残存する未反応の金属ナトリウムを固体クエンチング剤43を用いて、クエンチングするので、従来の水を使用したクエンチングに比較して操作が非常に簡単である。また2つの特性の異なる装置を通じて処理済油に残存する未反応の金属ナトリウムを除去するので、未反応の金属ナトリウムを効率的に除去することができる。また分解確認槽17から静電吸着機21、さらには静電吸着機21からクエンチング器33に処理済油を送るに際し、冷却等の温度操作が不要なためPCBの無害化処理を短時間で行うことができる。また水を使用したクエンチング法のようにクエンチング後の処理済油の後処理が不要であり、消費エネルギーも少ない。さらに無害化処理装置の構成が簡便であり装置全体をコンパクトにすることができる。通常、水を使用したクエンチング法の場合、クエンチング後の水を中和するために中和剤が添加される。添加した中和剤は、廃棄物の一部となるため、廃棄物量が増加するが、本実施形態の場合、中和操作が不要なため廃棄物量が増加しない。なお本実施形態の固体クエンチング剤43が破過したときは、そのまま廃棄処分するか、水で洗浄、乾燥させ再生させることもできる。

クエンチング装置32で使用するクエンチング器51は、流動層タイプであり、クエンチング器51は、底部に処理済油の入口部55、頂部に出口部57を有し、内部に粒状の固体クエンチング剤53が充填されている。クエンチング器51の底部から処理済油を供給し、固体クエンチング剤53を流動化させながら、処理済油に残存する未反応の金属ナトリウムと接触させ、未反応の金属ナトリウムをクエンチングする。

固体クエンチング剤53は、未反応の金属ナトリウムと反応することで水酸基の数が減少するが、同時に反応して生成した水酸化ナトリウムが固体クエンチング剤53の表面に止まるので重量も徐々に重くなる。このため未反応の金属ナトリウムと十分に反応した固体クエンチング剤53と、未反応の固体クエンチング剤53あるいは殆ど反応していない固体クエンチング剤53とを比重差により分離することができる。これを利用して上部から未反応の固体クエンチング剤53を供給し、下部から反応済みの固体クエンチング剤53、いわゆる破過した固体クエンチング剤53を取り出すことで連続運転が可能となる。内部に充填する固体クエンチング剤53の形態は、特に限定されないので粒状以外に、ペレット状、円柱状、ボール状のものを使用してもよい。基本的に粒径は、小さいほど比表面積が増加するので好ましいが、分離性も考慮し決定することが好ましい。極端に小さくすると処理済油との分離が難しくなる。
