ホルダー上に配置される金属製又は樹脂製の有底中皿と、
化粧料用粉末をスラリー状にしたスラリー状化粧剤を有底中皿に山形状に充填する充填手段と、
吸引源に連通させる継手用穴を具備する取り付けベースの下側に、有底中皿内面に合致した溶剤回収用導通口を複数個設け、スラリー状化粧剤との対向面を凹形とし、有底中皿の開口部に進入可能な外形とした圧接部を有し予備成形を行う予備成形装置に用いる凹形バキュームパットと、前記圧接部が挿通し周縁部が前記有底中皿の外周に圧接する形状の抜穴を設けたストリッパープレートと、このストリッパープレートを下方に付勢するバネ機構とを備えたストリッパー機構と、を具備し、前記凹形バキュームパットとストリッパープレートとを2段モーションで有底中皿及び充填されたスラリー状化粧剤に対して接触、離脱可能とした前記ホルダー上方に配置される予備成形用の成形ユニットと、
前記成形ユニットを有底中皿に対して退避位置と成形位置とにわたって上下駆動する上下駆動機構部と、

成形ユニットを位置決め制御して前記有底中皿に接近させる工程と、
前記成形ユニットの2段モーションによって、平面バキュームパットより先に有底中皿の外周にペーパー、布、不織布のいずれかからなる化粧剤拘束部材を接触させて覆い、次いで平面バキュームパットを下降させ平面バキュームパットを有底中皿の開口部に進入させるとともに、底面充填ノズルからスラリー状化粧剤を有底中皿の底穴から有底中皿内に充填し平面バキュームパットにより圧縮成形する工程と、
