前記ハウジング内に液体を充填する工程と、
前記ハウジングの前記通液口に前記内栓部材を比較的浅く嵌め込み、その外側から前記通液口に前記閉鎖部材を取り付け前記通液口を閉鎖して、前記閉鎖部材の内側に内部空間を形成すると共に、前記内栓部材に形成されている通路を通じて前記ハウジング内と前記閉鎖部材の前記内部空間とを連通させる工程と、
前記ハウジングを加熱して滅菌する工程と、
前記閉鎖部材の外側から前記内栓部材を押圧して、前記内栓部材を前記通液口に比較的深く嵌め込んで、前記内栓部材の前記通路を閉塞して前記ハウジング内と前記閉鎖部材の前記内部空間を不通にし、前記通液口を閉栓する工程と、を有し、
